House Hlaalu can be characterized as adaptable and opportunistic, and any morals they might have come second to business. The house has a council seat located in Balmora, with other Hlaalu-run towns at Suran, Hla Oad and Gnaar Mok. It governs the Hlaalu District of western-central Morrowind from its ancient capital of Narsis. House Hlaalu is one of the five traditional Great Houses of the settled Dunmer. Hlaalu still honors the old Dunmer ways - the ancestors, the Temple, and the noble houses - but has readily adapted to the rapid pace of change and progress in the Imperial provinces. Hlaalu welcomes Imperial culture and law, Imperial Legions and bureaucracy, and Imperial freedom of trade and religion.
